Emilie Boenig Lutostanski of Community Impact News has an exclusive first look behind the scenes of a $1,000,000 federally funded project to test the ability to leverage smartphones to verify the occupancy inside vehicles.  This public private partnership with TxDOT Texas Department of Transportation, CTRMA Central Texas Regional Mobility Authority and TTI Texas A&M Transportation Institute.

The project was launched in February 2014 to increase passenger throughput along toll road 183A. The Carma App provides vehicle occupancy to the Texas TxTag toll billing system, and users receive rebates from 50% to 100% for HOV 3+ carpools.
